The problem
What goes wrong without this.
A factory build involves civil contractors, equipment suppliers, utility contractors, electrical and instrumentation teams, technology licensors and statutory inspectors. Each has its own schedule, its own definition of completion and its own commercial incentive.
When the promoter holds the coordination role themselves, every interface between those parties becomes their risk. Equipment arrives before the foundation is cured. The power connection is applied for after the machinery is installed. The effluent treatment plant is sized for a discharge figure that changed during detailed engineering. Each is individually small and collectively responsible for most project delays.
