The problem

What goes wrong without this.

Government procurement is one of the largest addressable markets in India and one of the least accessible to companies that have not learned its mechanics. The barrier is rarely capability. It is that public procurement runs on strict documentary process, and a technically superior bid fails on a missing certificate or a malformed EMD instrument.

The specific pattern is familiar: a capable manufacturer registers on GeM, bids on a few tenders, is disqualified at technical evaluation for reasons that seem procedural, and concludes the channel is not worth pursuing.

Most of those disqualifications are avoidable. Eligibility conditions in a tender are stated precisely and are usually non-negotiable, and the work is in reading them correctly and assembling a bid that satisfies each one on its face.

Our process

How the engagement runs

Stage-wise, with the deliverable and typical duration for each. Timelines vary with project scale and authority response — these are indicative rather than contractual.

  1. 1

    Registration and empanelment

    3–6 weeks

GeM seller registration, department vendor registrations, digital signature setup and the certifications required to be eligible before any bid can be made.

Deliverable: Active registrations and seller profile

  2. 2

    Opportunity identification

    Ongoing

Ongoing screening of tenders and GeM bids against your product range, capacity, turnover and experience credentials, filtered to those you can actually win.

    Deliverable: Screened opportunity pipeline

  3. 3

    Eligibility assessment

    2–4 days per tender

Clause-by-clause assessment of each tender against your credentials before bid effort is spent, including where a consortium or MSME benefit closes a gap.

    Deliverable: Bid or no-bid recommendation

  4. 4

    Bid preparation and submission

    1–3 weeks per tender

Technical and financial bid compilation, document assembly, EMD arrangement and portal submission within the deadline, with the compliance matrix checked against every stated condition.

Deliverable: Submitted bid with compliance matrix

  5. 5

    Award and execution

    Contract-dependent

Clarification response, negotiation attendance, performance guarantee arrangement, and supply coordination through inspection, delivery and payment.

Why NITS Corp

Why bring this to us

Bid or no-bid discipline

We advise against bids you cannot win on the stated eligibility. Bid preparation is expensive, and a filtered pipeline converts far better than a broad one.

Compliance matrix against every clause

Each eligibility condition is mapped to the document that satisfies it before submission. Technical disqualification is almost always a documentation failure.

Through to payment, not just to award

Government contracts are won at award and lost at execution. Inspection compliance, delivery documentation and bill follow-up are part of the mandate.

FAQ

Common questions

How long before we can bid on GeM?
Registration and seller profile setup typically takes three to six weeks, mainly determined by how quickly your statutory documents and certifications can be assembled. Product listing and catalogue setup follows, and you can bid as soon as both are active.
What MSME benefits apply in government procurement?
Registered MSEs generally receive EMD exemption, tender document fee exemption and purchase preference within a defined price band, with reserved procurement quotas in many departments. The specifics depend on your registration status and the procuring entity, and the benefits are meaningful enough to be worth confirming before you bid.
Why do bids get technically disqualified?
Almost always documentation — a certificate that has expired, turnover evidence in the wrong format, a missing past-performance credential, an incorrectly executed EMD, or an unsigned page. The eligibility conditions are stated precisely and evaluated literally.
Can you arrange the bank guarantees?
We coordinate EMD and performance guarantee arrangements with your bankers and can assist where credit facilities need to be structured for it. The facility itself is extended by your bank against your own credit standing.
